Exchange and probe into deepening cooperation​ - visit to Xiamen by the American delegation from "partner city"

 From December 1st to 4th, 2017, a delegation from the United States of America, the "partner city" of China-U.S. marine debris prevention and control cooperation, made a four-day visit to Xiamen, comprehensively inspected the situation of marine debris prevention and control in Xiamen and held a discussion, exchanged experiences and explored further cooperation intentions.

 The delegation headed by Mingu Kang of the state Council of the United States has five members, respectively from the marine and international environmental science affairs office of the state Council of the United States, the China affairs office of the state Council of the United States, the Environmental Protection Agency of the United States, the National Oceanic and Atmospheric Administration of the United States and the Environmental Planning and Analysis Office of the Environmental Protection Department of New York.Relevant leaders and technical backbone of the Third Institute of Oceanography, State Oceanic Administration/APEC Marine Sustainable Development Center accompanied the whole process.The US delegation's visit to Xiamen is sponsored by Xiamen Ocean and Fishery Bureau and co-hosted by the Third Institute of Oceanography.

On the morning of February 2nd to March 3rd, the delegation successively made on-the-spot inspections of Guoyunxi and Haicang Bay in Haicang district, Xiamen (Houkeng) garbage sorting center and Yundang Lake, and took a boat to experience the demonstration of Xiamen marine debris collection boat operation, comprehensively understand the construction of Xiamen marine debris treatment methods and emergency disposal mechanism of marine floating garbage, and investigate the governance effectiveness.

On the afternoon of March 3rd, China-US Partner Cities Colloquium on Marine Debris Management was held.Lin Huaiyuan, chief engineer of Xiamen ocean and fishery bureau, Chen bin, deputy director of the Third Institue of Oceanography of the State Oceanic Administrationand relevant researchers, Parks and Woods Bureau, Environmental Protection Bureau, Construction Bureau, City Appearance and Environmental Protection Office and other relevant responsible persons attended the meeting.At the meeting, China and the United States fully exchanged views on the classified management of urban garbage, the non-landing action of garbage and the work of "partner cities" of China-US marine debris control cooperation, especially summarized the discussion results of both sides in marine debris management, planning, scientific research and other aspects, and constructively put forward six specific cooperation intentions.The American delegation fully affirmed and highly appreciated the results of the investigation and discussion, and said that it would dock with San Francisco, actively promote the further cooperation between San Francisco and Xiamen, and jointly contribute to the effective management of global marine debris and the sustainable development of marine ecology.

 On the morning of April 4th, the U.S. representative held a discussion with the Chinese environmental NGO representative.The leaders of Fujian coastal beach protection union, Xiamen Haomao Ecological CulturePromotion Center, Xiamen Little Gull, Xiamen Huli Green Water Guardian Ecological Environmental Protection Center and Xiamen Land and Sea Collectionshared on public participation in beach cleaning and protection, community waste classification, natural education on marine debris prevention and control, jiulongjiang protection, culture creation and clean beaches respectively.Afterwards, the delegates had an in-depth exchange, and the American representative spoke highly of the advanced nature of China's environmental NGO work and the good results achieved.Both sides indicated the willingness that in the future to further promote land-sea co-ordination and joint efforts to protect the ocean and promote comprehensive management of marine debris .
