Announcement of the Third APEC Blue Economy Forum
—— A Dialogue between public and private sectors: Promote Blue Economy

Affected by the international financial crisis, the world is committed to seeking for new economic growth point, and therefore achieving economic recovery and development. Recognizing the economic and social benefits from the oceans, the Blue Economy is considered as an approach to advance sustainable development. Given its importance, Blue Economy was set as one of the four priorities of the 4th APEC Ocean-related Ministerial Meeting. Meanwhile, as the result of the collective efforts, a common view upon Blue Economy has been reached to be “For the purposes of APEC, the APEC Ocean and Fisheries Working Group views Blue Economy as an approach to advance sustainable management and conservation of ocean and coastal resources and ecosystems and sustainable development, in order to foster economic growth” on the 3rd OFWG Meeting in May 2014, which is a milestone that lays solid foundation for Blue Economy cooperation in APEC. In order to promote the exchange and cooperation on Blue Economy in APEC region, the 3rd APEC Blue Economy Forum in Xiamen, China, on August 25th, 2014, was approved.
The initiative of 3rd APEC Blue Economy Forum is following up the 1st and 2nd APEC Blue Economy Forums. The 1st forum was held in November 2011 in Xiamen, China, and discussed the pattern of blue economy and promotion of the green growth of Marine Economy. The 2nd one was convened in December 2012 in Tianjin, China, advanced regional understanding of Blue Economy, and facilitated mainstreaming Blue Economy. The 2nd APEC Blue Economy Forum emphasized the importance of the private sector’s involvement, and call for the next step actions.
Considering the high value on the participation and involvement of private sector in cooperation of Blue Economy, it is the key to facilitate the dialogue and partnership between public and private sectors, by better understanding private sector's needs and encouraging more active participation from them.
Base on the above understanding and outcomes of the 1st and 2nd APEC Blue Economy Forums, the 3rd APEC Blue Economy Forum is intended to involve the enterprises, public sectors and local communities who are extremely important to push forward the Blue Economy.
Focusing on the policy dialogue between public and private sectors, the Forum aims to:
1. Promote policy making on Blue Economy, deepening the understanding of policies by private sector in order to promote the practices of Blue Economy.
2. Understand the needs of private sector on Blue Economy to enhance the exchange and communication between public and private sectors.
3. Discuss the driving force of marine S&T and innovation on Blue Economy in APEC.
Theme and Sub-Sessions
To achieve the communication among policy makers, private sector, and academia, the theme and sub-sessions of the Forum was designed as follow:
Dialogue between public and private sectors: promote Blue Economy
The forum encourages APEC members to collect private sector’s needs and ideas regarding Blue Economy through policy dialogue, and to enhance communication between public and private sectors through the building of the public and private partnership.
Three sub-sessions including:
1. Policy Support
In this session, representatives of public sector and other organizations are invited to introduce their understanding, views and practices on Blue Economy.
2. Driving force of Scientific and Technological Innovation and Industrialization
In this session, representatives of private sector and academics of industrial development are invited to introduce their understanding, needs and practices on Blue Economy.
3. Sustainable Development and Blue Economy
In this session, representatives of private sector, public sector and academic institutions are invited to share the newest achievement of Blue Economy practices as well as related researches.
We welcome all APEC economies and this forum is open to the public sector, private sector, academic institutions, the relevant international organizations, and non-governmental organizations. We highly encourage the entrepreneurs' involvement in APEC region. Meanwhile, all the participants of APEC Blue Economy Model Program (Phase I) will be invited to attend the Forum.
We encourage all economies to recommend speakers, representatives of public and private sectors and other participants to participate in the forum.
